Accomplishments: * Support a state trade association of Substance Abuse and Mental Health service providers in their HIT readiness, including how best to engage with HIEs regarding content exchange specific to care providers and privacy/consent management. * Support development of a Data Warehouse/Data Analytics Services RFP for a large RHIO in the NYC metro area. Develop the scoring and tracking tools, review vendors and demonstrations. * Align data usage and implementation of a report to drive quality improvements consistent with a Dept. of Justice Consent Decree for the psychiatric unit of a Mid-Atlantic hospital. * Develop, facilitate, and run a learning collaborative for five Level 3 PCMH certified Federally Qualified Health Centers in NYC to integrate Behavioral Health and Primary Care. Supporting development of a toolkit to support integration efforts for PCMH agencies. * Developed and conducted a gap analysis for a large, multi-lateral, New England health system and a hospital in California concerning the adoption and meaningful use of certified electronic health record technology. * Engaged clients in a strategic planning process to maximize qualification for ARRA-related incentive funds by targeting and sequencing upgrades to align with clinical, financial, and strategic goals.

Foster the creation and strategic development of seven Regional Extension Centers (RECs) in Texas, Mississippi, Arkansas, and Louisiana with combined federal support of more than $55 million. Advise on tactical and strategic goals by cultivating partnerships with key state and federal agencies, private payers, associations, and provider groups to promote the adoption and meaningful use of electronic health records. Ensure appropriate use of federal funds and compliance with programmatic goals and objectives. Accomplishments: * Spearhead efforts to design a statutorily mandated biennial evaluation of all REC programs, including scoring methodology, outcome definition, and data requirements. * Establish the Practice and Workflow Redesign Community of Practice for all 62 RECs, including reviewing materials, setting agendas, forming a Steering Committee, coordinating the work of multiple federal contractors, and facilitating bi-weekly web-based presentations for more than 100 participants. * Compose official federal policies affecting the implementation of the REC program and manage the official approval process that includes signature by the National Coordinator. * Coordinate the response for the REC program to HHS Secretary Kathleen Sebelius’ initiative on program risk identification and mitigation, for which the REC was a pilot responder.

Accomplishments: * Achieved a one-FTE efficiency as part of the absorption of a five-person team into the Program Management team while improving operational efficiency and customer satisfaction. * Redesigned a quarterly report to achieve a 75% reduction in production effort for the Program Management team while increasing client satisfaction and usability of the final product. * Successfully led implementation team for the beta launch of a product that more than doubled client revenue. * Conceived of and formally created a department liaison role for Senior Managers that significantly improved communication, training, and collaboration in support of product consistency.

Tool use reduced analytic requests by 10%, improved accuracy of resource planning by 10%, and improved client presentations. * Designed and implemented customized services for Health Dialog’s only Medicaid Managed Care client to achieve year 1 return on investment of more than 2:1 and year 2 ROI of more than 6:1. * Directed Analytics Team effort to compile and deliver Health Dialog intellectual property to a large national health plan in a first-of-its kind product sale for Health Dialog.

Accomplishments: * Researched and wrote an original report on housing costs for a community mental health program in New York State. The report was a factor contributing to an increase in reimbursements for this program in later years. * Wrote, edited and laid out bi-weekly newsletter with a readership of more than 1000 key industry leaders and decision makers in the mental health sector in New York State. * Delivered testimony before the New York City Council on mental health agencies response to September 11.
